不要污染 要台化遷廠

昨（十七）日上午許多住在彰化市台化廠區附近的民眾，聚集在台化廠區旁舉牌進行抗議，經過大陸天津爆炸事件後，廠邊居民們憂心忡忡，希望台化能盡速劃定為特殊性工業區，以進行更嚴謹的監測，保障彰化市民的居住安全。

在地劉姓居民表示，他的住家就緊鄰台化，每天晚上十一點後台化的排放污染，讓他每夜無法入眠，長久以來不管是身體或精神上都受到很大傷害，苦不堪言，希望台化能夠盡速遷廠。台灣健康空氣行動聯盟召集人彰基葉光芃醫師也強調，台化已經污染五十年，彰化人值得擁有健康的空氣，呼籲更多民眾自發性的站出來。

彰師大姜鈴教授指出，以天津為戒，彰化市台化廠區緊鄰住宅區、學校，萬一不幸發生工安事故，波及一般住家以及學生宿舍的機會極高，而且彰化台化設備老舊，五十年來以商業機密為由，資訊不透明，內部運作狀況亦不公開，她每天在彰師大執教，憂心忡忡。

到場聲援的縣議員林世賢表示，希望環保署盡快裁示台化是否為特殊性工業區，並要求環保署針對台化緩衝區是否應該設置，做出明確回應，若確定台化沒有設置緩衝區，希望台化能盡速關廠，林世賢強調，台化本身亦有遷廠意願，希望縣府盡速與台化協調，做出全面遷廠的決議，以還給居民安全居住的生活環境。彰化立委候選人陳文彬也強調，台化過去在彰化設廠有其特殊歷史價值與價值，但現今已不適合繼續在人口密集的市區運作，他此次參選，就是要為了台灣社會的轉型正義而發生努力，希望台化能盡速遷廠。

依特殊性工業區設置條例，特殊性工業區新增、變更或擴大都應該提出緩衝地帶或空氣品質監測設施設置修正計畫，而環保署至今尚未針對台化是否為特殊性工業區做出裁定，使得台化不用提出相關計畫，居民憤憤難平，直斥環保署勿刻意偏袒台化，罔顧人民安全。
